Prior to HF20, witnesses had the responsibility to set the account creation fee. The fee set was then multiplied by 30 to get the Actual fee. Under the new rules, the responsibility is still with the witnesses however the multiplication does not take place when creating accounts. At the time of the HF the blockchain carried out a once off multiplication on all account fees set by witnesses.
However, it seems that since the HF many witnesses have broadcast new account fees without considering the fact the multiplication no longer happens.

When creating an account now, STEEM is burned. Please keep this in mind when setting your fee. Please also keep in mind that a few months back STEEM was over $7. If the witnesses had their account creation fees set to 0.1 this would be multiplied by 30, so 3 @ $7, the actual us$ cost was $21.00
Now STEEM is less then a $1 and some witnesses have their fee set at 0.1 and .02, so the account creation fee in US$ set by these accounts is less than $0.20. That’s 99% reduction on the peak.

let me get this right @themarkymark, was it suppose to happen for all witnesses automatically?
I did not read anywhere it would only happen for the top 20, although I am aware the price is based on the median of the top 20, so really we are okay in terms of price, but now each witness needs to do this manually( if not in the top 20) ?

Yes, it was supposed to happen to all witnesses as far as I understood it. The fact it only changed top 20 witnesses was a bug.

I just realized that I can vote for your post without losing all of my RC! ... I guess it's "better late than never?" =/
I suspect we're going to find some nasty bugs over the next weeks. Even with the reduced number of users who are able to post, my vote is somehow worth much less than it was previously ... I wonder if that is another bug, or if that was just a result of this glorious HF (since the price of Steem is pretty close to where it was when I last compared my voting "strength")

Yeah, you can back off right there Paula, you are neither judge nor jury nor aware of who has or has not done ANYTHING to their parameters, and this looks more like smear campaign to throw shade and benefit yourself than to "help" anyone.
You got this same feedback from many in the #Witness channel too, so maybe you will wanna take that to heart.
I recall last year when you wanted to smear winners of the MaM contest and I had to hastily jump into a DM session with you to try and mitigate you from basically throwing innocent people under a bus then, to make yourself seem ... what.. .smarter? better?... unclear here ON the motive, only that not, just like then, it does not work like you think it does.
You set your settings? Fine, report on your choices. Everybody elses witness server configuration choices are kinda none of your business.
