once you installed the steem-docker, and open the config file with nano, you will be able to find the whole list, and add "##" in front of the nodes that is slow for you. hope it helps, if still not solved, post here again

That's not all the nodes.
And you're running a witness node but you're refering to seed nodes in your data. It's like saying there aren't any apples in my house so I went out and bought Oranges.
It doesn't make sense.
