We think users should be actively engaged in selecting witnesses that they think are doing beneficial things for the Steem blockchain.
Time changes so do the activities of people. Continuous evaluation will help fish out passive witnesses.

Passive witnesses is one perspective, but another is vision for the future. Many witnesses do not see eye to eye with regards to the direction things should go in. In the future people may need to make some choices based on those differing perspectives.
