Interesting map. Democracy is a delicate thing. I see this in my own country which will have elections in one week.

I think the countries shown as most democratic also are. The countries in North Europe are also leaders in some education and social system rankings.
But for me Russia is more democratic than Turkey. Maybe this is because the map is from the last year, but I think it is hard to measure in general.
