Have you tried troubleshooting? Most of what I've seen about that particular stop code has to do with either waking from sleep or virtual machines, and ideally both of those should still let you boot to Windows. From there, you should be able to see if you can't tweak settings to fix the problem; Tom's Hardware has a guide, and they're usually pretty helpful (http://www.tomshardware.com/faq/id-3128580/fix-windows-hal-initialization-failed-error.html). Either way, even if you can't get the system back up and running, you should still be able to get files restored if you crack open the system and attach the drive to an external enclosure, assuming you didn't use encryption on the drive. Assuming that this is a desktop, it should be easy enough to remove a panel and get access to the guts of the machine. If you have a large enough thumb drive, you can probably boot from a portable Linux install (https://tutorials.ubuntu.com/tutorial/tutorial-create-a-usb-stick-on-windows) using your Lenovo laptop. This would let you copy files to another drive so they don't have to download from the cloud again.
