  1. Herman Goering -
    1.1. Knowingly promised beyond his abilities.
    1.2. Cut contact during the peak of the crisis.
    *. Goering was a politician first and for most, and quite not of a honest functionary.

  2. Adolf Hitler -
    Refused retreat at all cost, but he has an excuse due to Goering's over promise of supply by air.

  3. General(oberst) (later generalfeldmarschall) Friedrich Paulus, 6th army commander - why did he not inform Hitler enough, or at least his more direct superiors about the sustained failure of the air supply and the supply in general?

  4. Erich von Manstein, generalfeldmarschal, later commander of Army Group South and Paulus' most direct superior -
    why did he not emphasize the failure of supply to Hitler?

  5. Maximilian von Weichs, generaloberst at the time, promoted to generalfeldmarschal only after it -
    Same as Manstein, but he was relieved of his command, so he may have told some truth.

Obviously the OKH is responsible too, but Hitler was its head after he replaced Brauchitsch, not just above it.
Who else should be in this list and is the order correct?
