Matthew 23:23
Woe unto you, scribes and Pharisees, hypocrites! for ye pay tithe of mint and anise and cummin, and have omitted the weightier matters of the law, judgment, mercy, and faith: these ought ye to have done, and not to leave the other undone.

In addition to the dissemination of the shared culture, history, faith and law of YeHoVaH’s people being transmitted by the elders, Father created mechanisms in his Manifesto for equilibrium to be maintained.
The maintenance of Israel as one people is established by the rule of law through the agents thereof equally for all people.

Exodus 12:48
48 And when a stranger shall sojourn with thee, and will keep the passover to the LORD, let all his males be circumcised, and then let him come near and keep it; and he shall be as one that is born in the land: for no uncircumcised person shall eat thereof.
49 One law shall be to him that is homeborn, and unto the stranger that sojourneth among you.
50 Thus did all the children of Israel; as the LORD commanded Moses and Aaron, so did they.
51 And it came to pass the selfsame day, that the LORD did bring the children of Israel out of the land of Egypt by their armies

The law, the commandments, statues and judgments serve as a tool to assimilate the various tribes and nations within Israel into one people.
Consider their different customs; traditions; and histories.
Embedded within the law of YeHoVaH is the allowance for the shared history, culture and faith to be perpetual, from generation to generation, allowing all people from the wilderness to today to join themselves through Messiah to the commonwealth of Israel.
Therefore, in addition to the transmission of the shared history; culture; law and faith by the elders, it is also necessary for judges to also carry the burden of the people as it was in the wilderness through to today.
