Is it ethical that buying votes for making country better ?

I mean, you know that person who will make your country better but he/she will never win if he/she buy some votes ?

I am not saying that they are always buying votes for this reason. I am just wondering your opinion.

Nothing should justify the buying and selling of votes. Nigeria is in mess, we need a savior now than ever
