The General Staff of the Ukrainian Armed Forces revealed on April 4 that an explosive device had been placed on the roof of a power generation facility at the Zaporizha nuclear power plant in southern Ukraine, which is occupied by the Russian side. President Wlodimir Zelensky said in a video speech on April 4, "This is probably due to a hypothetical test for an attack on a nuclear power plant. He accused Russia of endangering the nuclear power plant.

Zelensky spoke by phone with French President Macron on April 4, telling him that "occupation forces (of the Russian military) are preparing a dangerous provocation at the Zaporizha nuclear power plant. Both men agreed to respond together with the International Atomic Energy Agency (IAEA), he said. According to the Ukrainian Pravda news site, the Ukrainian military believes that the explosion of the found object would have little impact on the facility.

In June, Zelensky pointed out that the Russian military was considering a terrorist attack involving a radiation leak at the Zaporizha nuclear power plant. According to Ukrainian authorities, officials from the Russian state-owned nuclear company Rosatom began evacuating the plant and headed for southern Crimea. Ukrainian employees contracted by Rosatom were also advised to evacuate until July 5.
