For a lot of people such movement isn't possible, nor should they necessarily have to leave where their families are.
On abortion this happens more than you'd think even beyond the barriers of probation. A lot of young pregnant women that just can't take time off from work or afford travel. Many women seeking abortions already have children, so childcare costs can be a barrier to out of state travel for abortion. It seems irrational- it isn't like the pregnancy will be easier- but it still happens. Many of these women are low-income. And the barriers and delays they encounter invariably cause them to get later (and thus costlier) abortions.
