It is likely the case that the advanced alien species of our universe do business with one another and that they have organisational structures in place to support this behaviour. It is also probable that these beings conduct similar political processes to those undertaken in human civilization. The rationale for this argument is as follows.
Complex life requires the pursuit of many items, food, construction materials and fuels are a few examples.
In order for members of a species to acquire these necessities they must, seek out, manufacture and exchange them.
As any species progresses its people will begin to group together into communities. From this point the need for individuals to forage for these provisions diminishes as members of the society co-operate with and support each other. Often this will start with the sharing of supplies then perhaps the act of bartering will occur and/or currency will be invented. Typically this development will be followed by the operation of hubs used for the exchange of goods such as markets or shops. This process of trade evolves naturally and therefore will not be distinct to human civilization.
Governance also occurs organically as a result of advancement. Very few creatures make the journey through existence in isolation from other beings. Life requires interactions, the more complex the form the more varied the interactions it will need to negotiate. Communal species will develop roles taken on by individuals which achieve benefits for the collective. The management of these tasks gives rise to group arrangements called politics which aim to establish rules and procedures ensuring the successful navigation of these exchanges. This phenomenon facilitates the structure needed to co-ordinate a society.
Because these processes emerge naturally it stands to reason that they will also manifest among alien species.
It is now necessary that we discuss the difficulty involved in traversing the vast distances of space.
Moving at the speed of light it would take around 4.3 years to travel to our nearest star system, Alpha Centauri. As humanity does not yet possess this technology it is impractical for any colony established there to maintain a relationship with Earth as the time required to travel between the two systems exceeds the average life span of a human. Continuing with this conundrum our galaxy is 100,000 light years across so colonising a planet on the opposite side of it would require advancements exceeding faster than light travel. This issue of distance is universal and means that in order for a species to become inter-galactic they must either invent teleportation or master wormholes. After adequate equipment is designed the civilization could effectively go anywhere in the Universe instantaneously. This represents a technological milestone allowing contact with all existing life.
Once communications have begun between these civilizations, each party may admire or need goods possessed by the other. From this we may conclude that those creatures sufficiently developed to make this contact might commence trade.
As we discussed earlier once trade is initiated between these cultures it will be necessary that they establish agreements which facilitate the organisation of this process. This need for laws and regulations will require that a level of politics occur between these civilizations.
These musings lead me to the conclusion that there likely exists an interplanetary system of governance which supervises universal interactions particularly those involving trade, essentially a cosmic government.
