I think the reason for ICOs is much simpeler: greed and opportunity. No need to refer to those evil elites. But your list of investment recommendations is helpful.

    thanks for your reply! the involvement of these elites is obviously not proven.. however i have seen ICO's that are scams and massive buys and dumps that affect pricing. Im pretty sure theres powerful groups of people behind both of these as they have both greed and purchasing power.
