...they're in the wrong place....

"Referees are always neutral"

When a referee deflects a ball, play continues as if nothing had happened.
However, if a referee is in the way of a player, he may simply be knocked over.

    Can't watch the video from Germany :(
    At German football(soccer) they just changed that rule for this season. When a ball hits the referee they are now stoping the game and give the ball back to the team who was in controll of the ball before.
