One does not simply ask the government to regulate and enforce something and not create a monopoly for those who jump through their hoops and screw those who do not.
I would personally love to live somewhere dirt cheap with a candle and a gallon of water and shower at the gym to save bank untill i can buy my own house. You wouldnt have to though. Just the fact others could do it would lower your rent because of the added competition .
I would even open a business for just bathing and showering. Simple showers at dirt cheap prices. I would have a few really nice rich people like bathrooms with giant tubs for anyone who wants to treat themselves for a little extra every once and while :)
