Scientific theories can be falsified, and one of the hallmarks of pseudoscience is that theories are not falsified, either in principle or in fact. Fraud can mean that there must be some work situation, which in fact it will require false theory.
Scientific experiments are designed to test real-world situations like this, and if that happens then the theory is false. If not, the possibility that the theory is true is exacerbated. In fact, it is a sign of real science that practitioners look for such false terms when scientists ignore them or avoid them altogether.
In astrology, there does not seem to be such a situation - which means that astrology is not a fake. In practice, we find that astrologers will press on the weakest evidence to support their claims. However, repeated failures to find evidence are not allowed as evidence against their theories.
It is true that individual scientists can be found to avoid such data. It is only human nature to want a theory to be true and to avoid contradictory information. However, the same cannot be said for the whole field in science. Even if one person avoids bad data, another researcher can make a name for herself through search and publication - this is why science is self-correcting.
Unfortunately, we do not see it happening in astrology, and because of that, astrologers cannot claim that astrology is consistent with reality.
