And what do we do with the ones who don't follow rules?

Rules only work for rule-followers, and those aren't the ones that cause the trouble.

So at some point, more rules have no effect. That's the worst flaw of Liberalism - it only contemplates more or better rules. Like the man who only has a hammer, everything starts to look like a nail.

That's a really interesting point you got there. Great argument actually. This is why we need government, the problem generally is who is managing and how is managing it.
