the current situation is there are 10 people and food / resources for 20. 2 take for 16 people and the other 8 people share the food / resources for 4. Some of these 8 people don't get enough food at all and starve to death.

As I answered in other comments, only in some countries is it like that, in the majority it is not.
Now, you wonder why there is a bad distribution even in those rich countries, the answer is simple: Taxes, Inflation, and Central Banking, those three things are constantly stealing people.
