This scene off the North Temple bridge in Salt Lake City is quite puzzling. It is a very long and narrow basketball court. The hoop actually drops onto a barbed wire security. If you made a basket, you would pop the ball.
My guess is that the person who owned the fenced lot was never invited to play; so he sealed off his lot to prevent the others from playing. Both lots appear abandoned at the moment.
