I don't get how it works like that. Water and ice at the same time with -200 C.
But if there is water then it means we can live there!

Enceladus has no atmosphere to speak of. Thus there is almost zero pressure on the surface. The lower the pressure, the lower the boiling temperature. Some of the water ejected from below the icy surface is in the gaseous phase whereas other parts of it are in the solid and the liquid phases - because they are at very different temperatures to begin with.
