In the early days of the Christian faith, many Jews had been converted and wanted to keep their ancient customs, like circumcision, within the Church. The separation between the Jewish religion and the new Christian religion is not entirely clear. Paul wonders whether it is necessary to introduce all the precepts of the old covenant. Paul clearly explains the problem: "A person is not a Jew who is one only outwardly, nor is circumcision merely outward and physical. Circumcision is circumcision of the heart, by the Spirit, not by the written code.", Romans 2:29.
Paul explains that the law is necessary, because of its universality for both pagans and Jews, but the law works differently. Paul in Romans 2 is explaining to us that the laws are divided into two classes, the first are those that are written and the second are those that are not, that is, those that are implicit in the heart of man by the use of reason, the human reason always looks at the good. The law of Moses in the Jews is a written law, but for the pagans it is implicit in the heart: "All who sin apart from the law will also perish apart from the law, and all who sin under the law will be judged by the law. For it is not those who hear the law who are righteous in God's sight, but it is those who obey the law who will be declared righteous. Indeed when the Gentiles, who do not have the law, do by nature things required by the law, they are the law for themselves, even though they do not have the law.", Romans 2:12-14.
This is where the good and bad conscience is born that we follow or not what reason dictates: "They show that the requirements of the law are written on their hearts, their consciences also bearing witness, and their thoughts sometimes accusing them and at other times even defending them.", Romans 2:15
Paul continues with his thought and explains to us that we should not seek justification that comes from the law but that which comes from a life of mercy, this is the true circumcision of the spirit and not that of the flesh.
