The bible makes a difference between the sinner and the ungodly, in simple terms it is the difference between the bad and the worst. Impious or ungodly means contrary to piety (devotion, equanimity, stability, firmness), to mercy (compassion, amability, affability, benevolence, benedicence). The word of God is directed to the conversion of sinners not the ungodly:
"After this, Jesus went out and saw a tax collector by the name of Levi sitting at his tax booth. ´Follow me´, Jesus said to him, and Levi got up, left everything and followed him.
Then Levi held a great banquet for Jesus at his house, and a large crowd of tax collectors and others were eating with them. But the pharisees and the teachers of the law who belonged to their sect complained to his disciples, ´Why do you eat and drink with tax collectors and sinners?´
Jesus answered them, ´It is not the healthy who need a doctor, but the sick. I have not come to call the righteous, but sinners to repentance´" Luke 5:27-31.
Salvation is coming out of a state of deprivation of the true goods of man: beatitude and eternal life. The apostle Peter tells us about the subject:
In the bible, a sinner is any person who is contrary to the path of righteousness: "Do to others what you would have them do to you", Matthew 7:12. In many occasions the inclination of sinners to error is due to oppression.
In the ungodly instead the hardness of the heart appears: "They are darkened in their understanding and separate from the life of God because of the ignorance that is in them due to the hardening of their hearts." Ephesians 4:18
Fury and sins of hatred belong to the ungodly. The bible recommends avoiding the ungodly and leaving him to God's judgment:
"When you do a good deed, make sure you know who is benefiting from it; then what you do will not be wasted. You will be repaid for any kindness you show to a devout person. If he doesn't repay you, the Most High will. No good ever comes to a person who gives comfort to the wicked; it is not a righteous act. Give to religious people, but don´t help sinners. Do good to humble people, but don't give anything to those who are not devout. Don't give them food, or they will use your kindness against you. Every good thing you do for such people will bring you twice as much trouble in return." Book of Sirach 12:1-5.
In the book of sirach the "not devout" are the ungodly. In the sinner, reason looks to the good but in the ungodly this does not happen, it is impossible to reasoning with the ungodly. There are three kinds of people according to the bible: the good, the bad and the worst.
