If you take Laissez-Faire i.e. 'Leave alone' political philosophy to full logical conclusion, it will mean a government that is voluntarily run(as it has no right to violate rights), with voluntary taxes/payments (as it has no right to any economic interference).
The popular interpretation of this political system is that it is a minimalist government i.e. a monopoly on the use of force which has no more rights than the individuals it is to represent. An institution that is an agent of self defense and arbitration that the individuals appoint. As no individual has any right to tax/extort another individual, neither does the government. As it has no right to economic interference, it has no right to stop entrepreneurs from establishing protection agencies and arbitration services. As a voluntarily funded institution it is subject to market forces. As it has no automatic or virtually unlimited supply of resources(no right to tax), it cannot maintain it's monopoly. An un-interfering monopoly is impossible. A Laissez Faire state/government is impossible.
The only system that is consistent with Laissez Faire philosophy is the lack of one i.e. Anarchy. The only form of consistent anarchy is Capitalism.
