There are some lobbyists and policy experts already working on bitcoin (http://coincenter.org/). That said, Credit Card companies and others have significantly more resources to allocate towards lobbying efforts. I think that in the end the thing that matters most to ensuring positive policy outcomes is widespread adoption and use.
