What happen when country 1 create a cryptocurrency and want to trade with country 2?

Can Nebraska cryptocurrency trade with a cryptocurrency from Hebei province?

Who decide who can create a cryptocurrency or not?

    Cryptocurrency is not bound by any nation, or nations. Cryptocurrency is a product of the free market, and anyone can create a cryptocurrency.

      So any province , county or country can create a cryptocurrency. Maybe even a big strong family. In that case cryptocurrency will be worthless and can only be used domestic and not for trade across borders? If it is a free market anyone can create a cryptocurrency. Right?
