Pacific STANDARD Time is WINTER. When you change your clock in March, you change from PST to Pacific DAYLIGHT Time for SUMMER. To avoid the confusion, it's easiest to always say "Pacific Time" leaving out standard, cuz if you always include standard, you'll technically be wrong half the year, even though everyone will grasp what you're talking about.
