This is a very interesting idea. I would hope that it would work, but I'm not sure. I think that if people are actually caught and prosecuted that there is a possibility that piracy will be decreased, but I don't believe it will ever be completely stopped.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
