Seems like an interestingg bill. And with interesting I mean impossible to uphold. Grabbing 10K in cash seems tough and findable enough. But a .Dat file hidden somewhere away in an online account to which the password phrases are hidden in a USB stick is virtually like looking for a needle, in a friggin ocean.
