I'm not sure on this. I moved BTC from Poloniex 3 times this morning (9am CST) to 3 separate Coinbase accounts with no more than 15 minutes between each transaction. I sold BTC from those 3 accounts and transferred them to Paypal accounts and received my money in less than 30 seconds. I even bought items using the Paypal account at 2 separate retailers.

So, I'm not sure where 12 hours or more is coming from (link on article). Maybe on July 31 there will be a rise in transactions. "Early bird gets the worm."
