There is a cash crisis in Zimbabwe. Cash is a comodity in Zimbabwe and to get it one has to pay a premium. So if you want to buy Bitcoin and you do not have cash and want to swipe your debit card you have to pay a premium for that. Thats why Bitcoin is at that price. Zimbabwe uses a multi currency system and does not have a local currency.
