Block chain politicians

Just me chucking ideas on the interweb. This is my first steemit post.

Could an online app make politicians obsolete? What if an app was created which you would have all the current laws, statute, regulations, bills, acts, rules and so on and you had a say in what gets to stay and what gets to go.

Let's use Canada as the example. You take all the rules and give them their own page. The federal rules are accessible by everyone, provincial rules are accessible for the province you currently live in and Municipal for your township and local for rural areas.
On the page of an act you could choose to keep it by voting “yes” or “no”.
Once the amount of “no” vote achieves over 50% of registered voters for 30 days it is remove and archived. Anything that is archived can be put back in to action by voting yes to over 50% of registered voters for 90 days.
Anyone can submit anything they want but, must reach a yes vote of over 50% for 90 days for it to be put into action.

There would be a comment section and a reference section for sources so people can get facts and figures to educate themselves on the matter being put forth. Anyone can leave a comment which you can upvote and downvote to determine the order of the comments.

In the spirit of transparency, nothing is anonymous, anyone can see who submitted, voted, commented and put out sources. The preferred hierarchy would be that Local trumps Municipal, which trumps Provincial, which in turn trumps Federal laws.

Could this be done using block chain technology?
