Peace and hope on the Korean peninsula, build trust based on the blockchain
Summer vacation is going on. In spite of the scorching heat, domestic vacation spots hidden in Korea are more attractive than long, expensive overseas trips. The mountains, the islands, as well as the East and West Sea and the southern tip of the earth always welcome us. Once upon a time, tours to Mt. Kumgang in North Korea by land and sea were also popular.

Decentralized blockchain digital certificates should be reviewed to eliminate security flaws and identity theft in government and institutional, institutional and individual, personal and inter-personal identification issuance and certification processes. Storing certificates with encrypted digital signatures on a distributed language network and introducing interchangeable block chains is not new.

In North Korea, if a university graduate has 10 years if work experience then that person gets 3500KRW, for 5years experience 2500KRW. However, wage discrimination by profession isn’t that large. The salary paid in dollars at the Gaesong Industrial Complex is higher than the average wage in North Korea even considering the exchange rate.
Cryptocurrency can be effective for not only wages of workers and administrative workers at the Gaesong Industrial Complex, but also trade transactions produced by the complex and payment by restaurants. The fee for currency exchange and inconvenience in economic life must be eased at the Gaeseong industrial complex, where the won, yuan, dollar and North Korean currency are mixed.
The heart of all national economies is finance. In order for the banking system to work smoothly, it is necessary to provide a means of payment such as credit money that connects consumption and production. Payment methods have already been digitized and electronic payment has become common.
In the future, it will not be very pleasant to carry global credit cards and dollars to factories, hotels, marts, financial stores, restaurants, and movie theaters.

[기고]한반도 평화와 희망, 블록체인 기반 신뢰구축으로
여름휴가철이다. 불볕더위에도 긴 시간 여행준비와 경비가 부담스러운 해외여행보다는 숨은 국내 휴가지가 매력적이다. 동해와 서해 그리고 남쪽 땅끝 마을은 물론 산과 섬이 항상 우리를 반갑게 맞이해준다. 한 때는 육로와 해로를 통해 북한 금강산 여행도 인기였다.
금강산은 부모님이 가장 선호하는 여행지이자 학교 단체관광지였다. 여행사가 발급하는 아이디카드와 북이 발급하는 신분증을 준비해야 출입이 가능했다. 대한민국 화폐는 통용되지 않고 달러로 환전해야 했다. 여객선과 지정된 매점에서는 원화와 카드결제도 가능했다.
2008년 7월 금강산 관광이 중단된 지 꼭 10년이 됐다. 휴전협정으로 확정된 군사분계선과 비무장지대는 1953년 7월에 만들어졌다. 2018년 판문점선언과 북미정상회담은 새로운 평화의 시작이자 역사의 전환점이 됐다.
첫 정전협상 본회담이 열린 곳은 북한의 개성이다. 종전선언과 더불어 평화정착 경제 교류 활성화의 계기가 될 수 있을 것이다. 사실상 군사분계선을 철거하고 북한 여행의 시발점이 될 수도 있다. 이제 개성공단은 재가동되어야 한다.
우리가 개성공단에서 일하기 위해서는 통일부에서 발행하는 방문증명서와 차량통행증를 발급받아야 한다. 그러나 북한 땅을 밟기 위해서는 조선민주주의인민공화국에서 발행하는 증명서가 있어야 한다.
북한에서 발행하는 장기체류등록증과 운수수단등록증 그리고 별도의 운전면허증을 발급 받아야 한다. 임시번호판도 주기적으로 교체·부착해야 한다. 서로의 신분증과 면허증을 인정하고 싶지 않은 불신은 복잡하고 비효율적 행정업무를 감당해야 했다.
분단된 채 양립하는 중앙집권 행정, 찢어진 한민족의 미래는 말 그대로 딜레마다. 상호신뢰가 형성되지 못한 두 행정부가 마주친 딜레마에 이제 블록체인 카드를 꺼내야 한다.
정부와 기관, 기관과 개인, 개인과 개인간 신분증 발급과 인증절차상 보안결함 제거와 신분도용 방지를 위해 탈중앙화된 블록체인 디지털인증을 검토해야 한다. 암호화된 전자서명을 담은 인증서를 분산원장 네트워크에 보관하고 교환 가능한 블록체인 도입은 섣부르지 않다.
두 행정기관의 신분증 발급체계와 블록체인 기술을 융합한 인사행정 플랫폼에 암호화폐 발행도 필수적이다.
개성공단에서 일하는 북한근로자가 받는 월급은 최저 70달러에 평균임금은 140달러다. 북한에서는 일반대학을 졸업하고 경력이 10년차 되면 월급이 3500원, 경력 5년이면 2500원 수준이지만 직종에 따른 임금 차별은 크지 않다. 개성공단에서 달러로 지급되는 월급은 환율을 감안하더라도 북한의 평균 임금에 비해 높은 편이다.
개성공단 근로자와 행정근무원의 임금은 물론 공단에서 생산되는 무역거래와 식당의 결제까지 단일화된 암호화폐가 효율적일 수 있다. 원화, 위안화, 달러 그리고 북한화폐가 혼용되는 개성공단에서 환전에 소요되는 수수료와 경제생활의 불편함은 해소돼야 한다.
모든 국가 경제의 심장은 금융이다. 금융의 혈맥이 원활해지기 위해서는 소비와 생산을 이어주는 신용화폐와 같은 지급결제 수단이 필수다. 이미 지급결제 수단은 디지털화되고 전자결제가 보편화된 지 오래다.
앞으로 북한에 생길 공장과 호텔, 마트, 금융점포, 식당, 영화관에 글로벌 신용카드와 달러를 들고 가기엔 영 씁쓸하다.
단군페이든 코리아페이든 새로운 암호화폐를 이용한 실험적 암호화폐 지급결제 생태계를 앞당겨야 한다. 정부주도의 권위적이고 폐쇄적인 프라이빗 블록체인 보다는 민간기업에서의 국경없는 하이브리드 블록체인 플랫폼으로 설계돼야 한다.
풍부한 천연자원을 보유한 북한과 눈부신 신기술을 보유한 남한을 이어주는 평화적 교류는 이제 블록체인의 신뢰 네트워크에서 꽃을 피울 수 있다.
