That is a completely valid question! It's also a valid question to ask from the South Korean government, or any government in general really. Why would they want to adopt a decentralized system that takes power away from them?

Well the simple answer is that this proposal needs to be so juicy that they either are tempted to accept the offer or have no choice but to accept the offer. The pros of setting up an infrastructure beyond the physical realm for the development of a unification process facilitation is very beneficial, as well as taking the load off of the South Korean government in the event that the North Korean regime collapses on itself. A decentralized system does not have a center or a central point, putting the load off of one focus, but rather distributes that load throughout a network.

I feel that this is a very abstract answer, as I'm learning more about the blockchain everyday, but I'll try my best to answer an additional questions you might have haha
