Correct me if I'm wrong, but isn't what is being described here procedural generation? Or is this something entirely different? I guess I'd need to do more research on this but I thought that procedural generation was essentially a level design 'language' exactly like what is being taught here, I don't know how you could do this any differently.

This sounds to me like it would be a precedent for procedural generation I think. But he is suggesting a guideline that humans would use.
