Very clever. Get someone else to build it. Pay them IF they win against another. Then make the users liable rather than the system for regulations. WHAT could possibly go wrong? Did bring a smile to my face. Will follow this, if it succeeds, great, if it doesn't, the train crash will be great to watch.
