This was a interesting looking gadget i found sitting up on a book shelf in a apartment building here in Bangkok i asume it's old instrument called a Hygrometer which is an instrument used to measure the amount of humidity and water vapor in the atmosphere, in soil, or in confined spaces pretty elegant looking i thought for it's time.
