According to the Census Bureau, 15.3% of Californians live in poverty. That is roughly 1 in 6 people living below the poverty line.

High tax rates and lax homeless laws make California a haven for poverty. California has favorable climate when it comes to being homeless. With over 300 days of sunshine in some parts, the state attracts people who would rather not live in places with far worse winters than those you find in California....
