I asked the people at discord why there was not an addiction and recovery chat room, and I was told there wasn't one as of now. I would like to see one created for people to seek guidance and support for themselves and loved ones that are going through addiction, no matter what form it takes. In the United States there is a Heron epidemic that is claiming many lives and alcohol runs rampant and is accepted. Our young people become bulimic and anorexic, cut themselves or become addicted to food or sex. Gambling, work, money, anything can become a problem to someone when they put to much emphasis on it. I would like to see a room where people can come and discuss issues such as these.

I think this is a great idea, recovered from an eating disorder myself which is a different form of addiction. Steemit is growing fast and we will see people here who have been through what we have been through, I think it would benefit Steemit greatly if word got around that there are support networks of the kind on here. Some people in some places have no access to any support, there are no support groups in the rural country side where I live when I was recovering. Something like this where I could talk to real people would have been a tremendous help. I can only see it bringing a benefit to Steemit.
I would also be more than happy to offer any assistance setting it up, it might be months down the line but come and find me :)

If I was you and wanted to have the room I'd use the search function to find other members that are blogging about the topic that you are interested in. Then reach out to them and ask them if they'd be interested. It may take a little while but once you've got enough support it should come together quickly.
You could start your own server and do it yourself. I thought about doing that with the Truth room but it made more sense for me to create it under PAL. More people are likely to see it that way and most of the backend tasks are taken care of by the other guys.
