This picture was taking during evangelism. Mathew 18:12 which tells us to to seek those who have gone as stray says: How think ye? If a man have an hundred sheep, and one of them be gone astray, doth he not leave the ninety and nine and goeth into the mountains, and seeketh that which is gone astray? We need to constantly preach the Gospel of Christ to Everybody.
