Is there a conspiracy between hardware producers and game companies?

Computer games are becoming day by day more and more demanding in terms of system requirements. But even if you have a computer that is state of the art, after a short while it will still be made obsolete by next-gen games. And so if you want to play the latest video-games you will find yourself in some sort of race to keep your PC up to date. Some people will say that there is a conspiracy between game companies and hardware producers. Game companies produce games that are very demanding in terms of hardware to make us buy hardware parts from certain hardware firms. The problem is that there are a lot of new games that aren't optimized and demand huge computer power.Maybe this is done on purpose.On the other hand there are games with photo-realistic graphics which are optimized and run even on low-end PC's but the bad part is that they are in minority.
