From Article 1, section 7 of the United States Constitution --
"... a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.”
So... when was the last time Congress published an account, meaning a budget? How much it took in, how much it spent, and ON WHAT...? That's what "an account of receipts and expenditures" means. A list of the money taken in by taxes, and a LIST OF THE THINGS THAT WERE PAID FOR BY THE EXPENDITURES. The budget is supposed to be PUBLISHED "from time to time", i.e. REGULARLY. "Publication" means what you think it means -- a PUBLIC document, readable by the public.
Anyone remember congress doing that?
Me neither. Today, it's "wait 'til the last minute, then shoot for the Continuing Resolution catch-all bill that spends way more than we took in, and does NOT itemize the spending items."
And when the right objects to another unaccountable, information-free "continuing resolution", we are said to be flirting with a default on the national debt.
Brinksmanship, and a complete lack of respect for the plain language of the Constitution... which is, after all, a list of instructions for the federal government to follow. TO FOLLOW.
Remember, the Constitution tells congress to publish "a regular statement and account" of income and outflow, by item... "from time to time". Regularly. PUBLICLY.
It has been DECADES, folks, if not longer, since such a thing was done. If you think the financing of the daily operation of this country is a runaway train with nobody in the wheelhouse, that's because it IS.
Because they're not doing it like the Constitution tells them to do it.
