Further clarifications needed:-

(1)

It does not matter which chain the DApp is on (ETH, Tron, EOS, ONT, etc...)

Does that mean, any dApp on Steem blockchain will also be considered?

(2) What is the minimum and maximum word limit?

(3) As it is a contest, if you can define the deadline by the UTC time also, it will be better.

(4) You will announce the winner on 23rd December but when will be the prize distribution?

I have already applied for Authorship in publish0x. Waiting for the approval.

It will count, yes.
No minimum or maximum word limit is set.
There's no exact deadline as there's three weeks or so time to submit your entry; but articles submitted a few hours "late" will be accepted.
Prizes will be distributed at the same time as winners are announced.
