In the book of Deuteronomy after the promulgation of the ten commandments, the deuteronomic legislation appears, this section of the book includes a series of prescriptions or decrees to apply the ten commandments given by the prophet Moses to situations of ordinary life.
And one of these prescriptions refers to witnesses in trials or lawsuits: "One witness is not enough to convict anyone accused of any crime or offense they may have committed. A matter must be established by the testimony of two or three witnesses" Deuteronomy 19:15.
We see a practical application of this decree from the Book of Deuteronomy in the case of the trial of Susanna in the Book of Daniel (Daniel 13:1-64). This case shows us how the law should be applied, and that the virtue of justice, and the simple and plain application of the law of Moses is not enough to please God.
The prophet Daniel in a very unique case shows us how the gift of counsel is necessary to find the truth when the law itself due to the complexity of the situation is insufficient to avoid the error.
Two old men who had been appointed judges had conspired against Susanna to have relations with her, because she was a very beautiful woman. So they set a trap for her in the garden of her house, and when they found themselves rejected by her, they accused her of adultery.
And so the trial of Susanna began, and with two witnesses against her, the decree of Deuteronomy was applied, which maintained that two witnesses were sufficient to sustain an accusation, and thus the people of the town concluded: "The assembly believed them, since they were elders and judges of the people, and they condemned her to death" Daniel 13:41.
But occurred that Daniel appeared, who, inspired by God through the gift of advice, was able to resolve the situation. Daniel questioned the elders separately and seeing that the testimonies were different, they were able to conclude that the testimonies against Susanna were false.
This shows us that the law of Moses must be interpreted with the common sense that the wisdom and the fear of God provide, that is why the importance of the teaching: "Fear God and keep his commandments, for this is the whole duty of man", Ecclesiastes 12:13.
