The teaching is that crime pays

I just learned of a plan where the city of Boston is going to contribute $400 per week so gangsters can recieve education so that they can leave there life of crime...of course the program is stating that if you cause trouble people will pay you to stop, so in effect why go to college if you can already recieve $400 per week? Of course the program takes into consideration that it cost on average $100,000 tax payer dollars per inmate in prision...but I do wonder why it is so expensive to lock someone up?
