The official date is October 25, 2017
After October 25, 2017 Bitcoin will have its third variant named Bitcoin Gold. First is Bitcoin, on August 1, 2017 it was Bitcoin Cash and on October 25, 2017 it will be Bitcoin Gold.
When Bitcoin Cash was created anyone who held Bitcoin at the time of fork became owners of Bitcoin Cash. Anyone who held any amount of Bitcoin will have the same amount of Bitcoin Cash after its creation. In that case, I think after the hard fork of Bitcoin that will be happening on October 25, 2017 any holders of Bitcoin will also become owners of Bitcoin Gold too.
Why another fork? It seems to me that people involved in Bitcoin cannot agree or don't have consensus on the future updates of Bitcoin, they are divided on their ideas about bitcoin protocols.
