Telegram has a existing value proposition, so this looks like a money grab or crypto grab. This could be a decent ICO if telegram plans to expand, but in reality the old conspiracy theory comes to mind: ICOs are to grab a large pool of existing cryptocurrencies like ETH in exchange for a low-value to worthless exchanged coin.
