So how the government will do to check it?
It's only illegal to exchange or trade BTC in Nepal or to own it for Nepali citizen is illegal too?

        Can't you open a paypal acount and then buy BTC or another cryptomoney from this account in a exchange online from another country? Maybe you need to use a VPN IP...?
