I look at "the state" pretty much as an "extra-cerebral frontal lobe". The human brain has a "state" too, encoding a set of ideas within the human mind. Thanks to having capacity to encode information also in the outside world, increasingly so as that capacity got more structured, the human brain can be augmented, just like clothing augments our bodies or a bicycle, car or horse even augments our legs. So the state is not "the people", it is not human even, it is a technology, even before computers and digital ledger (state) technology. It is part of the human condition, the human organism, just like any other tool, including a house or a shovel.
