Africa's Decentralization Efforts a bit too Decentrolutionary?

Masaka's local government fails big time in promoting and supporting festivities to supposedly celebrate the anniversary of Africa's decision to decentralize.  Words spoken by the government clearly are not matching up with their efforts in reality.

According to a USAID report - efforts to follow through on the decentralization efforts are lacking.

Decentro thinks USAID should take their advice and apply it to AID the US.

Do the locals not know how decentrolutionary this vision is?  Or is the government awkwardly shying away from this idea, because its just too awesome for African people?
