Everyone is an independent individual.
In each group within the system, there are wicked people who have gone out of their conscience, and mortals who still exist in their conscience.
Despotism, let the wicked do evil to maximize the income, and let the mortal do good to maximize the cost.
Democracy is to make the wicked can no longer do evil, so that mortals do not need to do evil.
If the wicked can make a painful thought, he should be given the opportunity, even if he is only trying to survive.
If mortals commit evil deeds, revelation is for salvation.
