Democracy by itself does nothing but guarantee that the majority of the votes that are counted produce a winner or a law enacted. Democracy without a good moral foundation that prohibits injury to the individual as well as the whole is simply mob rule. Some of us in the United States of America like to quote Chairman Stalin, "It is not who votes but who counts the votes that matters."
